Abstract

Minister of Health Regulation (PMK) Number 11 of 2025 concerning Standards for Business Activities and Product/Service Standards in the Implementation of Risk-Based Business Licensing for the Health Subsector has been issued with the aim of improving the quality of health services and ensuring patient and community safety.

Background

PMK 11 of 2025 regulates standards for business activities and product/service standards in the implementation of risk-based business licensing for the health subsector, including health services, pharmaceuticals, medical devices, and household health supplies.

Relationship between PMK 11 of 2025 and Patient and Community Safety

  • Improving Quality of Health Services: PMK 11 of 2025 aims to improve the quality of health services and ensure patient and community safety.
  • Regulating Business Activity Standards: PMK regulates standards for business activities in the implementation of risk-based business licensing for the health subsector, ensuring that business activities meet safety and quality standards.
  • Regulating Product/Service Standards: PMK also regulates product/service standards in the implementation of risk-based business licensing for the health subsector, ensuring that products/services meet safety and quality standards.

Standards for Business Activities and Products/Services

PMK 11 of 2025 regulates standards for business activities and products/services in the implementation of risk-based business licensing for the health subsector, including:

  • Health Services: Health facility security institutions, government and private hospitals, government and private clinics, health centers, health support services
  • Pharmaceuticals, Medical Devices, and Household Health Supplies: Pharmaceutical wholesalers and branches, natural medicine wholesalers, cosmetic wholesalers, pharmacies, medicine shops, natural medicine shops, cosmetic shops, medical device shops
  • Vector Control and Disease-Carrying Animals: Vector control, disease-carrying animals, and pest control
  • Operational and/or Commercial Support for Business Activities: Establishment of plasma fractionation facilities, domestic and import medical device circulation permits, household health supply circulation permits, hygiene sanitation certificates, health certificates, food hygiene sanitation labels

Recommendations

We recommend cooperation between the Ministry of Health and the Ministry of Tourism to redesign health tourism and wellness cooperation in Indonesia. This aims to clarify and perfect regulations related to the health and tourism industry, improving the quality of health services and ensuring patient and community safety.

Recommended Steps

  • Formation of a Cooperation Team: Form a cooperation team between the Ministry of Health and the Ministry of Tourism to coordinate and implement health tourism and wellness cooperation.
  • Regulatory Revision: Revise regulations related to the health and tourism industry, ensuring alignment and effective implementation.
  • Standard Development: Develop standards for quality health and tourism services, increasing public trust and industry competitiveness.
  • Promotion and Marketing: Promote and market health and tourism services in Indonesia to increase public awareness.
