Public–Private Collaboration Strengthens Indonesia’s Health Tourism Ecosystem : AWMI, WTN Indonesia, and IHTPB Promote Digital Platform & Establishment of Indonesia Health Tourism Council

Jakarta, Indonesia – In line with the Memorandum of Understanding (MoU) between Ministry of Tourism of the Republic of Indonesia and Ministry of Health of the Republic of Indonesia on strengthening the Health Tourism sector, a delegation from industry organizations consisting of AWMI, World Tourism Network Indonesia, and Indonesia Health Tourism Promotion Board (IHTPB) conducted an official visit to the Ministry of Tourism to present follow-up steps for implementing this strategic collaboration.

The delegation was led by:

Government Support: Foundation for Inclusive Collaboration

The meeting was attended by senior government officials providing strategic guidance:

  • Ni Luh Puspa, Deputy Minister of Tourism
  • Rizki Handayani Mustafa, Deputy for Industry and Investment
  • Martini Mohamad Paham, Deputy for Resources and Institutions

The Deputy Minister of Tourism emphasized that inclusive collaboration between government and private sectors is the key to building a sustainable and competitive Health Tourism industry.

Deputy for Industry and Investment, Rizki Handayani Mustafa, highlighted that Health Tourism should be positioned as a strategic national sector capable of attracting high-quality investment, creating jobs, and increasing foreign exchange through the inbound market.

Meanwhile, Ir. Martini Mohamad Paham, MBA, stressed the importance of strengthening human resources, international competency standards, and professional institutional governance to ensure Indonesia can compete with regional Health Tourism destinations.


Digital Platform: Strategic Industry Infrastructure

In a technical presentation, Najla Claryssa and Varian Almerridho introduced the readiness of the Indonesia Health Tourism Digital Platform initiated by AWMI as part of industry transformation support.

The platform is designed as an integrated ecosystem that includes:

  • Curated directory of healthcare facilities
  • Integration of pre- and post-treatment services
  • Domestic and international referral systems
  • Data analytics for patient traffic monitoring
  • Collaboration with insurance, travel facilitators, and hospitality services

This initiative is expected to become a single-window access for both domestic and international patients, while serving as a tool for transparency and standardization of national service quality.


 

Indonesia Health Tourism Council (IHTC): Industry-Led Model

During strategic discussions, it was conveyed that establishing the Indonesia Health Tourism Council (IHTC) would be more effective if managed by the private sector, with the government acting as a facilitator of policy and regulations.

Mudi Astuti stated that IHTC should serve as an inclusive platform uniting various associations, hospitals, clinics, tourism operators, investors, and digital platforms within a national coordination framework.

This approach is expected to create flexibility, speed in decision-making, and adaptive responses to global market dynamics.


Challenges and Strategic Agenda Ahead

Key issues identified for joint attention include:

  1. Harmonization of cross-ministry regulations
  2. International standardization and accreditation
  3. Investment incentive schemes and permitting facilitation
  4. Global branding of Indonesia’s Health Tourism
  5. Integration of data and national referral systems

Through cross-sector collaboration, Indonesia aims to:

  • Reduce outbound medical travel
  • Increase foreign exchange from international patients
  • Encourage investment in globally-standardized healthcare facilities
  • Create an integrated and competitive Health Tourism ecosystem

This visit marks a concrete step toward building institutional and digital foundations for transforming Indonesia’s Health Tourism industry to achieve regional and global competitiveness.
